THE ELECTION.

XT may not perhaps be altogether uninterest- ing to place on record a few particulars con- nected with the remarkable Election of 1834-5, which terminated in the return of two Con- servative Members for the Eastern Division of this County.

The Hon. Major Keppel and William Howe Windham, Esq. were the sitting Members at the period when the first Reformed Parliament was dissolved, Dec. 29th, 1834. The general feeling that the assumption of the Premiership by Sir Robert Peel, upon the dismissal of the Whig Administration of Lord Melbourne, must lead to an appeal by the Eling to his people, caused, in all parts of the Kingdom, prepara- tions to be made for such an event*

On Saturday, the 22d of Nov. Major Keppel paid his personal respects to many of his con- stituents in the Com Exchange. Soon after- wards, however, the Hon. and gallant Officer gave up his canvass, in consequence, it is un- derstood, of dissatisfaction with certain points of his parliamentary conduct having been in- timated to him by individuals, who on the for- mer occasion were his warmest political sup- porters. to one desirous of renewing his position in the public service. — On Tuesday, Dec. 2d, a meet- ing of many <rf the leading and influential County Gentlemen in the Conservative interest assembled in Norwich, atthe residence of S. Big- nold, Esq. when it was unanimously resolved to offer their support to Lord Walpole and Mr. £. Wodehouse. . A requisition, numerously signed, was immediately accepted by the latter gentle- man, and a conditional acceptance was also given by the Earl of Orford, on behalf of his son Lord Walpole, who was at the time on the Continent. The announcement of Major Kep- pel's intentions, in case a Dissolution of Par- liament did take place, was published in the following Address, which appeared in the Nor- wich Papers of Dec. 13 : —

TO THE ELECTORS OF EAST NORFOLK.

Gentlbmbn— It has been intimaled to me, tkat, if I were again to offer myself for the honotfr of representing^ yon in Pailiament, I might be the means of disturbing that unanimity which, at a mo- ment like the present, it is so highly desirable should exist amongst the advocates of liberal principles of ail denominations.

No personal considerations have ever influenced my political conduct, nor shall they now. I beg therefore to ^nounce to you that, in the event of a Dissolution, I am ready to resign my pre- tensions to the honor of your suffrages, in behalf of anv Candidate upon whom the choice of the Refoimers of East Norfoft may fall.

With a grateful sense of the high honor vou conferred upon me in electing me your Representative, and with the proud conscious- ness of having lonestly and feariessly discharged the duties of that sacred trust,

Mr. Windham now stood without a coUet^e, and various rumour^ were afloat as to the gen- tlemen to whom overtures had heen made by the Whig party, whilst accounts were at the

same time very current as to a compromise haying been prop'osed and accepted, and that the name of Lord Walpole was to be withdrawn.

Ov the 13th Dec. a joint address was issued by Mr. Windham and Mr. Gumey ; and Mr, Gumey also on that day, in the Com Exchange, publicly announced himself as the colleague of Mr. Windham, and declared his det^mination to abide the contest. On the 3rd of Jan. Mr. Spencer H. Walpole arrived as the representative of his noble relation.

That a compromise had been attempted was generaily known, although of course its pro- gress and the terms, upon which it was to be made, were not matters of public notoriety. — The subjoined letter, which subsequently ap- peared in the Norfolk Chronicle, may be taken as a true statement of the case as regards the negociations ; acquainted as we are with the writer's name ; knowing that he must have beeli cognisant of all the circumstances ; and feeling assured that he was incapable of misrepresent- ing them : —

The latter part of ibis staitementis totally unfounded. Not only an answer, accedinj^ to that proposition was given ; but a proposal was sent through Mr. Kett of a written pledge to be signed by the most inflnentisd persons of both parties, that upon withdrawing Lord Walpole, no other Candidate should be brought forward on either side ; and to this written proposal, a verbal alteration was made at the suggestion of Mr. Gumey himself— the reply brought by Mr. Kett was, that Mr. Gumey had had no communication inih bis party, and would only answer for himself.

Whatever importance Mr. Gumey may attach to the various sources of influence which he possesses in this county; it is unite clear that a Committee. from the most influential persons of the Conservative body, pledging themselves to the fulfilment of an agreement offered to, and accepted by their ^jMuty, in the hope of preserving the peace of the county, had a right to expect some- thing more than the promise of Mr. Gumey not to offer himself as a Candidate ; and in this view could only be justified to their con- stituents, by demanding a pledge from the influential persons of the opposite party, that on their side also, the agreement should be honestly ftdfiUed, not only as related to Mr. Gumey, but includ- ing any other gentleman, — and they were the more called upon so to act, as at that moment a requisition was in the course of signa- ture, calling upon another gentleman to come forward as a Candi- date, in consequence of Mr. Gumey's well-known disinclination to offer himself.

What would have been the situation of the Conservative party, if after withdrawing Lord Walpole, an avowed Candidate, for the honour of representing his native county in Parliament, some other geiltleman had been immediately substituted for the retiring Mr. Gumey, aa the colleague of Mr. Windham, and the opponent of Mr. E. Wodehouse ?

It is not my object to reply to Mr. Gurney^s speech, but simply to correct an erroneous statement, tending to throw on the Con- servative party, the blame of having rejeoted a Compromise to which in truth and sincerity they had acceded.

The writs for electing a new Parliament were received by the post of Wednesday, 31st Dec. and Saturday, Jan. 17th, 1835, was appointed for the Nomination Day of the Candidates for the Eastern Division. The High Sheriff of the County (RoBT. Marsham, Esq.) having opened the business, William Howe Windham, Esq. was proposed by W. E: L. Bulwer, Esq. and Sir Wm. Beauchamp Proctor, Bart.; Lord Walpole was nominated by Henry Negus Burroughes, Esq. and J. Pctre, Esq. ; the Hon.

Wm. Rous and Sir Hanson Berney, Bait, pro* posed Edmond Wodehouse, Esq.; and Edw. Lombe, Esq. and the Hon, Edw. Vernon Har- boid nominated Richard Hanbury Gvrney, Esq -^Each of the Candidates, and Mr. Spencer Walpole, on the part of Lord Walpole, ad« dressed the Electors; a shew of hands was called for by the High Sheriff, and being de- clared in favour of Mr. Windham and Mr. Gumey, a poll was demanded for Lord Walpole and Mr. E. Wodehouse.

On the following Tuesday, the polling com- menced at the appointed places. The High Sheriff presided at Norwich, assisted by his Under Sheriff, Wm. Foster, Esq. ; Adam Tay- lor, Esq. attended as the High iSheriff 's deputy at Long Stratton ; Jonathan Townley, jun. Esq. at Yarmouth; Geo. Elward Simpson, Esq. at Reepham; and Adam Taylor, jun. Esq. at North Walsham.

The following was announced by the Wal« pole and Wodehouse Committee as the result of the first day's poll : —

Walpole - 2612 I Windham - 2571 Wodeboose 2785 | Oorney - -* 2450

These numbers in favour of the Conservative Candidates were still further increased at the final close of the poll at four o'clock the second day (Wednesday) according to the Re- form Act.

About twelve o'clock on Friday, Jan. 23d, the High Sherifi" came into the Crown Court,

declared Horatio William Walpole, Esq, com- monly called Lord Walpole, and Edmond Wode- house, Esq. to be duly elected as Knights to serve in Parliament for the Eastern Division of the County of Norfolk.— Mr. Spencer Walpole and Mr. Wodehouse severally addressed the Electors. The Chairing took place the same day, and was upon the most splendid scale ; and in the evening the Ball in honour ct the newly- elected Members, presented a most brilliant assemblage of the rank and fashion of the county, the number of ladies and gentlemen amounting to upwards of 400.

The return of Lord Walpole forms an almost unprecedented instance of a Candidate for the representation of a large county, being so suc- cessfully supported without having once been able to present himself to the Cimstituency. In his relative, Mr. Spencer Walpole, however, the Noble Lord had a most courteous prosty and highly-talented interpreter of his political
