THE MODERATOR'S MESSAGE

Our National Association of Congregational Christian Churches is now a "teenager", and is rapidly taking its rightful place in the American family of religious bodies. While its number of members Churches may be small when compared with some of the older denominations and fellowships, there is, in this time of grand rush toward organic church unions, an important role for a fellowship dedicated to the freedom of local churches and the voluntary fellow- ship of churches.

It is my opinion that there must be free churches if we are to maintain a jree society. One cannot continue to exist without the other. This country was built on a foundation of which a major building block was the principle of separation of church and state. In support of this principle, the National Association has constantly refused to enter into public controversies which could be construed as church interference in civil affairs. It is my hope that we will eternally "render unto Caesar the things which are Caesar's", while we dutifully "render unto God the things which are God's".

Our Pilgrim ancestors braved rigorous times to free themselves from authoritarian conditions, where established churches for their own benefit exerted pressure on government, and where for their own ends governments tyranized churches and the consciences of in- dividual church members. It is our responsibility to see that this heritage of freedom under God, and under law, bequeathed to us by our Fathers, is maintained.

While the sense of power and importance which comes with leading gigantic organizations may remain a passing attraction to some, it will surely come to pass that unqualified religious freedom will again become the prize that thoughtful Americans will strive for. We must be in a position to offer the hand of fellowship to these later day Pilgrims; and for their sakes, as well as for our own, it is essential that we continue to move forward in Faith, Freedom and Fellowship.

William K. Stoufer

FROM THE EXECUTIVE SECRETARY

We have been fortunate in having such a procession of wise Executive Committee Chairmen — Erwin Britton, Robert Black, Paul Miller, and now E. W. Adams.

These Christian gentlemen have consciously led the Executive Committee to multiply enormously the active participation of the N.A. elected and ap- pointed leadership. They have divided the Executive Committee into work- ing sub-committees, and provided the entire official family with the Secre- tary's (Mrs. Reese) monumental policy book which makes available to everybody every pertinent policy ever established in the years of the N.A.'s existence. They have devised the means of teaching officers, boards and committees what their jobs are, and have given them the encouragement and the freedom to get their jobs done well.

Adoption of these improved working-methods became inevitable as the tempo of requests for service from the Churches increased, and the volume of paper-work required of the Milwaukee Office moved from hand-opera- tions to machine production.

But amid these organizational adjustments, your leadership has seen to it that the spiritual foundations of our fellowship have not been neglected; on the contrary, all the while our spiritual opportunities have been re- ceiving greater attention. The spiritual tone of our Annual Meetings, and the mid-year meetings of Boards and Commissions has always been in keeping with our heritage.

Your officers and staff, by word and deed, have been seeking to lend strength to every spiritual resource with which we have been so richly blessed. The free fellowship of Congregational Christian Churches has been made secure in our time. There are no bureaucratic threats to that freedom on this horizon. Our common prayers are now able to take on some of the contemplative as well as the active Christian moods; and we want to give full credit to our Annual Meeting Program Committees and to the Spiritual Resources Commission for their part in underlining our intention that, for the National Association of Congregational Christian Churches, first things shall come first.

A. Vaughan Abercrombie

THE CHURCHES

of the

NATIONAL ASSOCIATION

The Churches listed on the following pages constitute the membership of the National Association.

They are presented in three groupings.

MEMBER CHURCHES — Churches which have officially voted to join

the NACCC as Member Churches.

ASSOCIATE MEMBER CHURCHES— Churches which have officially

voted to join as Associate Members.

AFFILIATED CHURCHES— Churches which have officially voted to

estabhsh an Affiliated relationship with the NACCC.

The Churches in each section are listed alphabetically by States (or Country) and by Cities or Towns.

In the column "Minister's Name, Address, Telephone" any names below dash lines are those of ministers who are members of that Church, but are not serving on the Church Staff.

In the addresses the City or Town name and Zip Code are not repeated in a church listing except in cases in which they are different.

Addresses for Staff Ministers and for Ministers who are members of Churches may be found in the Alphabetical Directory section.

(X) This symbol before a Church name indicates that the 1967-1968 Information Sheet was not received by the Editor. The information for these Churches is as accurate and complete as could be compiled from other sources.

The information given is as complete and accurate as was possible as of November 15, 1967. Errors, omissions or additions should be reported to the Editor.

75 COMMISSIONS OF THE NATIONAL ASSOCIATION

The Functions of the Commissions

The Commissions of the National Association actually are extended sub- committees of the Executive Committee, charged with responsibilities in specific areas of concern such as Christian Education, Fellowship, the Ministry, Publications, World Christian Relations, Spiritual Resources, Women's Work, and Youth.

Each Commission includes a nucleus of members of the Executive Com- mittee and a number of other persons both lay and clergy for a total of nine members. Commission members are appointed by the Executive Committee for three-year terms, so that one-third of the membership changes each year. The Executive Committee also designates the chairman of each Commis- sion for a one-year term, after consultation with each Commission.

In practice, the Commissions are granted considerable autonomy in car- rying out their responsibilities. They report all actions promptly to the Executive Committee, including recommendations for actions by the Executive Committee. Some of these recommendations require further ac- tion by the National Association at its annual meeting; in that case, they are reviewed by the Executive Committee, and its recommendations in turn are submitted at the annual meeting.

In the case of some of the older Commissions, records have not become available on the enabling resolutions which originally brought them into existence. It has therefore been necessary to draft a current statement of their activities based on actual practice, as a matter of information to the membership of the National Association.

The Commissions meet twice a year; during the winter months and im- mediately before the Annual Meeting of the National Association. Semi- nars are planned by many of the Commissions in conjunction with the Annual Meeting of the National Association.

The Commission on Christian Education was organized in 1957 as part of the program of the National Association of Congregational Churches to assist churches with their Christian Education programs and to help imple- ment the progress of the Congregational Way.

Believing that our historical heritage embodies the basic principles of freedom and Hfe, the Commission has devoted most of its efforts towards heritage materials geared to all ages. The Commission is also aware of the difficulty encountered by many churches in choosing a total curriculum and has provided charts and guides to aid each church in the evaluation and choice of curriculum materials suitable for its immediate needs.

It is our hope and prayer that through the influence of Christian Educa- tion the great freedoms of the Congregational Way will move forward to benefit all mankind and will inspire all to stand fast in the liberty where- with Christ has made us free.

The Commission on Congregational Fellowship assists in the formation and development of local Congregational groups, regional fellowships, and new Churches. It provides seminar discussion programs at the Annual Meetings of the National Association. It serves also as the steering com- mittee of the National Congregational Fellowship.

Membership in the National Congregational Fellowship is not limited to the people of our member Churches, but is open to all persons who wish to foster the Congregational Way. Many members of other Churches have joined us in this purpose.

Membership dues of the National Fellowship includes subscriptions to the monthly magazine of the National Association, The Congregationalist. Other mailings of special interest are sent to the members from time to time. The annual dues are $3.00.

Application for membership may be made by a simple note to the office of the National Association at Milwaukee, stating the applicant's name and address, affirming interest in and sympathy with the purposes of the As- sociation, requesting membership in the National Congregational Fellow- ship, and enclosing dues for the first year.

The basic responsibility of this Commission is the nurture of the Chris tian ministry in the churches of the National Association.

Working closely with our National Association's Associate Executive Secretary for the Ministry, the Commission concerns itself with policy as- pects of securing ministers and all problems arising within the purview ol his office. The Commission also assumes the responsibility of overseeing the endorsement of our ministers as chaplains in Federal government positionsi

The Commission concerns itself with supervising financial assistance tc our ministers facing emergency financial crises. The monies for this type ol assistance come through special contributions to the Christmas and Minis- terial Relief funds.

Because of the shortage of fully ordained ministers to serve many of qui small low-budget churches, the Commission on the Ministry has established i training program for preparing laymen to serve these churches in limitec areas. A manual and other materials are available for a course in lay preachn ing from the Milwaukee office. The Commission is no less concerned with em couraging young men and women in entering full time Christian service, and therefore, retains a liaison relationship with the Foundation for Theological Studies.

Always concerned with safeguarding traditional Congregationalism, the Commission on the Ministry recommends, whenever requested, material in the area of faith and order in Congregationalism.

Underiying every responsibility assumed by the Commission on the Min- istry is the determination to maintain with our churches and ministers a help- ful and advisory relationship rather than to make "official" pronouncements.

The Spiritual Resources Commission undergirds the spiritual aspects of the National Association's program, and acts as a service agency of the Churches. It is charged with the responsibility of providing means for ex- pression of the knowledge and love of God in both personal and corporate devotions, and of witnessing in the world to Christ and his Gospel.

To these ends the Commission has arranged for a 24-hour Prayer Vigil at the beginning of recent Annual Meetings, as well as Prayer Breakfasts and other devotional periods. It has also undertaken leadership in seminars, and edited devotional aids designed to assist the Churches in their programs of evangelism and devotional life.

The objective of the Commission on Women's Work is to further the work of the Kingdom of God by uniting the women of the free Congrega- tional Christian Churches in Christian Fellowship through programs of edu- cation, spiritual growth, and testimony expressed in stewardship and service. The Commission seeks to be a clearing house for ideas and methods found effective in promoting women's work in the local Churches and in the larger area of the nation and the world.

The Commission is responsible for the Women's Work page in The Con- gregationalist each month and invites contributing articles and news icems and pictures from all women's groups.

For assistance in Women's Work, helpful material is available in packet form upon request from the National office, 176 W. Wisconsin Ave., Mil- waukee, Wis. 53203. This packet includes the hand book, "Program Plan- ning," material for interesting programs, timely devotional readings, the missionary catalog as well as suggestions for hand work for missionary projects, and offering envelopes for the Women's Project. There is a slight charge for this packet to cover the cost of printing and mailing.

Each year, at a Seminar at the Annual Meeting of the National Associa- tion, the women select an area for our combined benevolences called the Women's Project. Each year our gifts have been larger and we hope for continued growth in our Women's Projects.

The Commission supports and encourages state and regional meetings of Congregational women and the formation where desired of statewide Congregational Women's Fellowships.

The World Christian Relations Committee was brought into being at the Minneapolis meeting in 1962, and at Wichita in 1964 was given full Com- mission status.

During its existence the World Christian Relations Commission has brought into Affiliate relationship with the National Association the North Carolina State Conference, a group of Negro Churches led by the venerable Rev. Matthew McCrae. At the international level, work in the area of fel- lowship still continues with the Nigerians, a contact of particular impor- tance in view of the deteriorating situation in that country which makes the continuance of Christianity depend upon native Churches.

After long correspondence and visitation with the International Congre- gational Council relative to the application for membership in that body by the National Association, the World Christian Relations Commisson rec- ommended to the Executive Committee of the National Association that our application be withdrawn. On September 27, 1965, the Executive Com- mittee, acting in its capacity as the National Association ad interim, formal- ly withdrew the application.

On the domestic scene and in happier vein, the World Christian Rela- tions Commission, in company with other interested persons chiefly from the Council of Community Churches and the Disciples, met in Chicago in May 1966, to hold the first seminar on the Nature and Future of the Free Church. This was a rewarding meeting, at which Free Churches began to find each other. Further sessions are being scheduled.

The World Christian Relations Commission has the difficult but vitally imperative obligation to make the Congregational voice heard in an ecclesi- astical milieu where the presbyterial, episcopal, and papal claims are loud and insistent. The cause of Congregationalism will not be served by timid isolation. We will bate no jot of our message of freedom and fellowship as we make our needed witness in and to the ecumenical movement, and we will be heard. Ours is an image of excellence, and with all wisdom, persis- tence, and imagination we will cause it to be seen among men.

It is the purpose of the Youth Commission to offer local churches youth program resources and support so that the churches can provide opportun- ities for growth in the understanding of Christian life principles, for the de- velopment of a sense of responsible freedom, and for serving the cause of Christ through fellowship and service. The Youth Commission does not seek to provide a total program for the local church youth, rather, it seeks to support these groups and extend specific help when it is requested. In accord with this aim, the Commission engages in the continuing develop- ment of resource material for use by the churches.

Further, the Youth Commission seeks to provide opportunities for in- ter-group fellowship among young people through the National Association Pilgrim Fellowship and the Heritage of Pilgrim Endeavor (see below). An Annual Assembly for NAPF and HOPE is held each summer in conjunc- tion with the Annual Meeting of the National Association. The Assembly is an opportunity for sharing, growing, and learning for the youth of our churches.

Opportunities for service, which might otherwise be unavailable, are af- forded through the Work Camps and Pilgrimages sponsored by the Youth Commission. These special programs are available to the High School and College young people of all National Association churches.
